HARRISVILLE - A developer has approached the city about vacating some city streets so he can turn property he owns there into a housing development, aldermen learned Monday night.
Mayor John Dobis said property owner Rick Pender wants to start small. If the development is approved, he would start by building three to four homes, with 30 to 40 homes possible in the future. The proposed site is near S. Second Street and Grant Street, south of the downtown area. Grant is one of several drawn on city maps, but has not yet been built, Dobis said. If the city agreed to vacate the proposed streets so the development could proceed, they would become private property.
"It's probably the first development in perhaps 50 years," Dobis said.
Presently, the land is forested or swampy, he said.
At the same time, the council has been working on a zoning ordinance. The 250-page draft is available at the city hall, and the council will hold a public hearing at a later date for comment.
The council voted to table action on Pender's request for 60 days so it can determine if there are other property owners within the proposed area. City officials and the aldermen also need time to create a map to see on paper what is being proposed and study the issue.

Alderman Noel Lemere's seat will be vacant. He has decided not to run again.
dredging has been delayed at the Harrisville Harbor because of permitting, testing and deadline issues and may not occur until next spring. However, the state's emergency dredging funding still will be available. Meanwhile revenues is down 15 percent, as at other harbors, because cold spring weather prevented boaters from putting in.
citywide mapping by Huron Engineering is now 80 percent complete, and identifies sewer leads, curb stops and other structures.
the city discussed the success of its annual July 4th celebration. The childrens' parade lasted 40 minutes and the annual fireworks display was lauded. Traffic in and out was organized and people were cooperative. Tickets for the duck race were sold out.
