County’s financial issues don’t make sense

Something smells really bad in Alpena. If you do the math on the seven children who need rehab it comes out to a cost of $109,500 per child for the year. Seven children for a year is $766,500. They cut two children which gets us to $547,500 for the remaining five children. Where is the city in trying to give some support to these children? Why is it the problem of the county of Alpena only. Something is wrong here.
