At its meeting on Monday, the Alpena Municipal Council voted to terminate a purchase agreement for city-owned land on U.S.-23 North where a large housing development was supposed to begin. The proposed $111 million housing project called Legacy of Alpena was in the works, but the city claims there was a lack of execution of the proposed property sale by the buyer.

The buyer was supposed to execute the purchase agreement before the end of the business day on Dec. 5, but failed to do so, the city said.
